ChatGPT Ads are paid placements that appear below eligible ChatGPT answers. A business creates a campaign in OpenAI Ads Manager, supplies an ad and landing page, and chooses an objective such as views, clicks or conversions. OpenAI's system evaluates relevance to the conversation; an advertiser cannot buy an exact keyword or insert itself into ChatGPT's answer. The ad is a separate, labeled unit. What are ChatGPT Ads, and where do they appear?
An ad is a sponsored card below a response, with the advertiser's name, image, headline, description and landing-page link. OpenAI currently says people on Plus, Pro or Business plans, and accounts identified as under 18, do not see ads. That limits the reachable audience: a business cannot assume its own ChatGPT session represents what an eligible user sees. The distinction matters for measurement and SEO:

Should your business use ChatGPT Ads?
Start with eligibility, then with a measurable customer action. Ads Manager availability depends on the advertiser's legal-entity country and current rollout; access in one market does not prove your own account can launch. Account setup also involves organization details, permissions and billing. Check those live requirements before planning a launch date.
A useful preflight is more concrete than “our audience uses ChatGPT”:
- Name one offer and a buyer problem it actually solves. If you cannot express the connection in plain language, an ad group will be hard to evaluate.
- Choose the outcome you can observe: exposure, site visits, qualified leads or purchases. Make sure the landing page serves that outcome on mobile and desktop.

- Decide what a successful test would mean before spending: acceptable cost per qualified action, a minimum observation window and a reason to stop.
For example, a local repair company could promote a real emergency-service page and measure booked calls. How does a campaign reach a relevant conversation?
Ads Manager organizes the buying decision into a campaign, ad groups and ads. The campaign sets the objective, budget and other eligible controls. An ad group defines an offer and its delivery inputs. The ad provides the actual creative and destination. The order matters: a polished headline cannot compensate for an irrelevant landing page or the wrong business objective. OpenAI says matching considers the present conversation, ad copy, landing page and advertiser-provided context hints; when personalization is enabled, other eligible signals may also be considered. A hint is a short explanation of when an offer is useful, not an exact-match keyword or a command to show the ad. Imagine a bookkeeping product for retailers. “Bookkeeping for growing stores reconciling online and in-store sales” conveys an actual use case. “Show this ad whenever users ask about QuickBooks” tries to turn the field into a placement rule and cannot guarantee that outcome. Before judging performance, compare the offer, ad and landing page as one unit. If the ad promises a free consultation but the page leads with an unrelated pricing form, a click may be measurable but unhelpful. That alignment is a controllable part of campaign quality even though the auction's final relevance decision is not.
What do advertisers pay for?
The campaign objective determines the buying model. A Views campaign is billed for impressions, usually discussed as CPM (cost per thousand impressions). A Clicks campaign is billed for valid clicks, usually discussed as CPC. A Conversions campaign optimizes toward a selected event; eligible advertisers may use click-billed oCPC or impression-billed oCPM. It is not a pay-per-sale product. Your maximum bid is not your average charged price. OpenAI currently recommends a starting maximum CPC bid of $3–$5 for a CPC campaign; that figure is not evidence that clicks typically cost $3–$5. The auction and your actual account results determine spend. Similarly, a daily budget is an average over seven days rather than a hard same-day cap. Budget an initial test around the customer action you want to learn about. A low click price has little value if the destination or conversion event is broken; an expensive-looking click might still be viable if it produces qualified sales. Neither conclusion can be drawn from a generic market benchmark.
How do you measure a useful outcome?
Ads Manager reports impressions, clicks, spend and, when configured, conversions. A conversion is not created merely because a tracking script exists. OpenAI must receive the event, match it to the campaign's selected event, place it within the applicable attribution window and connect it to an eligible ad interaction using available signals. The browser OpenAI Pixel and server-side Conversions API are alternative or complementary event paths. If both send the same action, use the same event ID for deduplication.
Add ordinary UTM parameters to the landing URL for your own analytics. Those parameters help segment paid sessions; they do not by themselves prove a conversion was attributed by Ads Manager. Preserve OpenAI's oppref click reference through redirects when available. Choose an event that represents business value—such as a completed purchase or qualified lead—and test the path with the permissions and consent your site requires.
Reporting is not instantaneous: OpenAI says impressions and clicks refresh approximately every 15 minutes, spend may lag 7–8 hours, and conversion reporting can take longer.
